they didn't call it a recall, but they want your truck!  1995 thru 2000 tacomas have a frame rot problem.  if you take yours in to a dealer (even if you bought it used) they will inspect the frame for free.  they will offer to fix it and give you an extended warranty, or buy the truck back for what they claim is 1 1/2X kelly blue book value.  they bought our 1997 for about 1 1/4 blue book; the frame had recently broken thru, and we were debating about welding it so we could sell it.  we voted for take the money and run!
