Any member of the forums should be able to create a poll. Here are the steps to follow:

Click on the "Write a New Post" link and introduce your poll.

Go to the "Poll" tab (across the very top of the text editor, above the subject field) 

 Click on "Include a poll in this post."

An area will open up which allows you to input your question and answers. You can add a description here if you wish. You can also specify if you want the poll to expire. (Not necessary in most cases.) 

Type in each answer and click on the "Add" button.

Go back to the "Compose" tab and place a [ Poll ] tag without the spaces in the text field.

Preview to make sure it looks like you want it to.
