&lt;p&gt;Over medium-high heat, bring the 4 cups of water to a rolling boil. Pull from heat and add the garlic powder, red pepper flakes and the dry couscous, placing lid on the pot. Let rest for 5 minutes, or until the couscous have absorbed all the water. &lt;br /&gt;Turn the couscous into a large mixing bowl, fluffing the couscous as you dump. &lt;br /&gt;Add the corn, carrots, celery, green pepper, tomato, red onion and black beans to the bowl, lightly tossing and folding. Add the chives, parsley and basil, folding and combining until all the ingredients are incorporated. Serve at room temperature or chilled&lt;/p&gt;
