What's the real deal behind the 'economic stimulation checks'

I've heard commentary in various places that the 'economic stimulation checks' we're all getting are going to be deducted from what return we'd be getting next year.  So it's not really anything 'extra'  - it's just money we won't be getting later.  Is this true?  Can anyone post links?

We have discussed the tax rebate as it was rolled out if you want to read through to find the information. The latest news issued on it will be on the last pages of each discussion.

I read in my latest AARP paper, that the rebate checks also are not going to be considered "income" on next years taxes. That will be something different, if it isn't considered income.

I also read that the checks will be mailed out in May.

...and may the Lord bless us, with all we need. AMEN
